relative to the question of Salutes to Freign Envoys at Hong Kong, I am commanded
by my
Lords Commissioner of the Admiralty
to request that
you
will acquaint the Seculary
of Hate for Foreign Affairs that as the Quan's Regulations
and the Admiralty
instructions only authorize salutes to Envoys Extraordinary & Ministers Plenipotentiory within the precincts of the Governments to which they
are accredited, it appears to their Lordships that these Officers
are not entitled to salutes
in the Colony of Hong Kong.
